Update from Duke Paulson: 04/30/26 Court Hearing
We’re grateful for your investment in this important work and appreciate the opportunity to share an update. You may have seen coverage about the most recent court appeal related to the project. To provide a bit more context:
- A local group has challenged Pierce County’s approval of the project and brought the case to the Washington Court of Appeals.
- The court recently held a brief oral argument hearing, where attorneys from both sides presented their positions to a panel of judges.

No decision was made at the hearing. This is a normal part of the legal process. The judges will now review the case and issue a written ruling in the coming months.
It’s important to note that:
- Good Neighbor Village has already received its permits and approvals through the county’s established process.
- The appeal focuses on a technical legal question about the permitting process, not the mission or need for the project itself.
- We remain confident in the diligence and care that has gone into planning this community.
At the same time, we want to be transparent: because the case is currently under review, we cannot predict the outcome. What we can say is that we are continuing to move forward appropriately and remain committed to the vision behind Good Neighbor Village.
As you know, this project represents a vital opportunity to provide stable, supportive housing for individuals who have experienced long-term homelessness, along with on-site services to help them rebuild their lives. That mission remains unchanged.
