Final Court Decision Follows Previous Rulings of Approval by Clearing Good Neighbor Village to Move Forward.
Pierce County, WA — Good Neighbor Village (GNV), a planned community designed to provide permanent, supportive community and housing for individuals experiencing chronic homelessness, has officially cleared its final legal hurdle following a June 2, 2026 decision by the Washington State Court of Appeals. The decision resolves a legal challenge brought by a group opposed to the project. The court ultimately affirmed prior approvals in full, confirming that Good Neighbor Village has met all legal and regulatory requirements to move forward.
What the Court Decided
The legal appeal focused on two primary issues:
- Whether the project application was valid, given questions about a small portion of land ownership.
- Whether the proposed housing model complied with density limits under the Pierce County Comprehensive Plan.
The Court of Appeals rejected both claims and upheld earlier decisions, finding that:
- There was no demonstrated ownership barrier that would invalidate the project or require additional approvals.
- The project’s shared housing model, including smaller units, properly complies with county density standards.
- The project application was complete, properly vested, and lawfully approved.
This ruling follows a consistent pattern of decisions in favor of the project, including two hearing examiner approvals, a Superior Court decision, and now affirmation by the Court of Appeals.
Throughout this process, Tacoma Rescue Mission, the owner and operator of Good Neighbor Village, has not been found to have any environmental or regulatory concerns. The project has consistently met applicable requirements at every stage of review.
While we respect the right of community members to raise concerns and participate in the process, the legal challenges have ultimately been determined by the courts to lack sufficient basis to overturn the existing approvals. As a result of the Court of Appeals ruling, the appellants are also responsible for certain legal costs of the Tacoma Rescue Mission as provided under state law.
Moving Forward
With this final legal step complete, Good Neighbor Village construction on phase 1 consisting of onsite infrastructure and the first 150 homes and support buildings, will now proceed. Project leaders expressed gratitude for the many voices engaged throughout the process and emphasized their commitment to continuing respectful collaboration with the broader community as the project moves forward.
